Delegate since 2019 and chief deputy majority whip. Stewart has represented District 19 since 2019 and became chief deputy majority whip in 2023.
- Environment & Transportation Committee member and subcommittee chair. He chairs the committee’s land use & ethics subcommittee (2023‑24) and the motor vehicle & transportation subcommittee (2024‑)
- Active in caucuses and regional policy groups. Stewart belongs to the Legislative Latino Caucus, the Transit Caucus and is an associate member of the Jewish Caucus.
- Serves on regional climate and housing bodies. He sits on the Climate, Energy & Environment Policy Committee of the Metropolitan Washington Council of Governments and other advisory committees.
- Co‑sponsor of HB0837 enhancing vocational guidance. He helped pass the More Opportunities for Career‑Focused Students Act.
- Advocate for housing reform, climate action and progressive taxation. His legislative priorities include expanding affordable housing, tackling climate change and promoting equitable tax policies.
