LABOR MANAGEMENT & COLLABORATION COMMITTEES
The Structure

The MCEA labor-management structure is designed to address issues as close as possible to where they arise. The 19 standing Collaboration Committees are the first place for MCEA members and MCPS representatives to raise concerns, discuss issues, and work toward solutions in their respective areas.
If an issue cannot be resolved through a collaboration committee, requires a higher level of decision-making, or has budget implications, it may move to one of five area-specific labor-management committees. If it still cannot be resolved, or if it involves a broader systemwide issue, it may be referred to the Labor Management Collaboration Committee, which includes MCEA’s elected president and executive staff with MCPS chiefs and other system-level representatives.
Some issues involving funding or matters covered by the Collective Bargaining Agreement (CBA) may need to be addressed through other avenues, including organizing, the grievance process, or collective bargaining.
How it Works
MCEA and MCPS representatives meet jointly to problem-solve system-level issues related to curriculum, instruction, student services, and educator workload. Committees provide a structured space for educators to raise concerns, share insights, and identify solutions that improve working conditions and student learning conditions.
Committee Feedback Forms
To share feedback with a committee, please complete the relevant form. Please note that feedback forms include identifying fields to verify MCEA membership and ensure that educator responses are collected consistently across all committees. Member feedback is confidential, and all identifying details are redacted before committee representatives review responses.

Committee Meeting Calendar
Committees typically finalize their schedules by September 30, and the calendar is updated for members to view by the first week of October
Committee Updates
MCEA representatives provide written updates after each joint meeting with MCPS. The updates include brief summaries of committee work and progress. Updates will begin after committees hold their first joint meetings with management, which are expected to take place in October.
