Veteran delegate serving since 2003. Kaiser has represented District 14 in the House for more than two decades. 

  • Leads on cybersecurity and health policy. She serves on the Health & Government Operations Committee and chairs the Joint Committee on Cybersecurity, Information Technology & Biotechnology. 
  • Former majority leader and Ways & Means chair. Kaiser previously served as majority leader and chaired the House Ways & Means Committee 
  • Active in multiple caucuses. She is a past leader of the Women Legislators of Maryland and participates in the Veterans and Educators caucuses. 
  • Co‑sponsor of HB0837 on career‑focused education. Kaiser helped pass the More Opportunities for Career‑Focused Students Act requiring high schools to inform students about high‑demand careers. 
  • Advocates for digital literacy and inclusive policies. Her legislative agenda includes expanding broadband access and ensuring all students benefit from technology advances.
