Delegate Julie Palakovich Carr (D) 


Delegate since 2019 and deputy majority whip. Palakovich Carr has represented District 17 in the House since 2019 and became deputy majority whip in 2024. 

  • Chair of Early Childhood Subcommittee and county delegation. She chairs the Ways & Means Committee’s early childhood subcommittee and leads the Montgomery County House Delegation. 
  • Primary sponsor of HB0415 family literacy program. Palakovich Carr introduced the bill establishing a pilot program that allows incarcerated parents to record books for their children. 
  • Co‑sponsor of HB0837 on career‑focused education. She co‑sponsored the act requiring high schools to inform students about vocational opportunities. 
  • Active in transit and women’s caucuses. She serves as secretary of the Maryland Legislative Transit Caucus and participates in the Women Legislators and Latino Caucus. 
  • Advocate for environmental sustainability and early education. Palakovich Carr champions climate action and equitable access to early childhood education.
