MCEA Collaboration Committees 

Summary 

MCEA Collaboration Committees (CCs) ensure educator voice and focus on proactive problem-solving in areas like curriculum, instruction, student services, and working conditions. 

CCs Elections / Appointments 

  • 3-year terms, no term limits. 
  • All seats are elected once every three years.  
  • If same or fewer number of candidates for available slots, seats won by acclamation. 
  • Appointments for any vacancies that have no nominations. 
  • If the number of interested members exceeds the number of available seats, the Credentials & Elections (C&E) Committee will conduct an election by secret ballot. 
  • If a collaboration committee becomes vacant after a contested election, the vacated position will be appointed. 
  • Chairs will be selected by the committees. 

Committee Size except for the Elementary and Secondary Collaboration Committees (ES – 13, Secondary – 21), which represent larger constituencies, Collaboration Committees (CCs) should be comprised of twelve (12) members. Committees should have no fewer than five (5) members to run. 

School-Based Collaboration Committees provide school-based unit members with an opportunity to discuss, collaborate with MCPS staff, and communicate about MCPS initiatives. They shall participate with MCPS representatives in collaborative problem-solving regarding matters germane to their areas of practice including: 

  1. Early Childhood Education / HeadStart 
  2. Elementary 
  3. Secondary 
  4. Elementary Art, Music, P.E. 
  5. Media Specialists 
  6. Counselors 
  7. CSLs
  8. Social Workers
  9. Special Education 

Non-School Based Collaboration Committees are charged with holding ongoing discussions and engaging in collaborative problem-solving on matters of interest and concern. Each collaboration committee is expected to be representative of and accountable to staff and involve staff in the decision-making process. These committees include: 

  1. English Language Development 
  2. Montgomery County Infant and Toddlers Program 
  3. Pupil Personnel Workers 
  4. School Psychologists 
  5. Instructional Specialists 
  6. Non-School Based/Itinerant Special Educators
